E4 advancement is no longer determined by Final Multiple Score, as directed by NAVADMIN 168/23.

Advancement Opportunity

For E5/6, advancement opportunity is based on quotas vacancies at the next-higher paygrade in your rating or billet based advancement. Some rates have limited quotas; therefore, the Navy advances the most qualified Sailors using the FMS Whole Person Concept.

Important Notes

  • PMA formula requires a minimum PMA of 3.2 to start earning positive points
  • For E6, RSCA PMA is used with formula (RSCA PMA*30) - 60, max 114 points
  • For E7, RSCA PMA is used with formula (RSCA PMA*30) - 54, max 120 points
  • Individual Augmentee (IA) points are no longer awarded as of NAVADMIN 312/18
  • PNA points only accumulate for the 3 previous advancement cycles
  • Service in Paygrade (SIPG) is calculated by dividing total years by 5
